Swiss Rockets Serbia Signs Joint Declaration of Intent with European Commission and Development Agency of Serbia to Establish Regional Centre of Excellence for Precision Medicine

Basel, Switzerland − Swiss Rockets Serbia, a subsidiary of Swiss Rockets AG, today signed a Joint Declaration of Intent with the European Commission (DG ENEST) and the Development Agency of Serbia (RAS) during the EU–Western Balkans Investment Forum, hosted by Edi Rama, the Prime Minister of Albania, and held at the Palace of Congresses in Tirana, Albania, in the presence of Ursula von der Leyen, President of the European Commission.

The joint declaration confirms a shared ambition to strengthen healthcare innovation, biotechnology, and advanced diagnostics in the Western Balkans. The agreement represents an important step toward establishing a state-of-the-art precision healthcare facility on the BIO4 Campus in Belgrade. 

BIO4 Campus in Belgrade is a multidisciplinary R&D complex for biotechnology, biomedicine, bioinformatics, and biodiversity. This vibrant center combines academia and industry, housing seven faculties from Belgrade University, nine scientific institutes, and dedicated infrastructure for startups and biotech companies. With over 1,000 PhDs and 5,000 students, it will be a powerhouse of innovation and collaboration, driving the future of life sciences.

The envisioned Theranostic Center in BIO4 Campus will be a unique project which will serve as a regional hub for genomic medicine, oncology diagnostics, and personalized healthcare, benefiting patients not only in Serbia but across the wider region.

The European Commission (DG ENEST) and RAS have recognized the project’s strategic relevance within the framework of the EU Biotech Act, Digital Decade 2030, Global Gateway strategy, and the EU Western Balkans Growth Plan. The initiative will also leverage the EU Western Balkans AI Factories Initiative and the Digital Backbone, providing advanced computing infrastructure to accelerate innovation in genomics and personalized medicine.

The declaration represents a political and strategic commitment to cooperation and does not create any legal or financial obligations. The project remains subject to due diligence, financing processes, and the conclusion of final agreements.
